Registration and Application Procedures

Overview:  The following is the process to follow for rental, lease, non-rental, and long-term Guests approvals

 

Definitions:

Renter: A non-owner who compensates an owner for occupying a unit for 90 days or less.

Lessee: A non-owner who pays compensation for occupying a unit for more than 90 days.

Long-term Guest: A non-owner who occupies a unit greater than 10 days without compensating the owner.

Guest: A non-owner who occupies a unit 10 days or less without compensating the owner

Tenant: A Renter, Lessee, Long-term Guest, or Guest

Forms:

For rentals or lease, at least four forms must be completed and received by Suitor & Associates, Inc. at least 10 days prior to the start date.  These forms are the following:

Gulf Harbour Yacht and Country Club Rental Form, which requires a $50 registration fee along with the first page of the rental agreement.  The $50 fee is payable to Suitor & Associates, Inc.

and

Rental Application (Grande Cay), which requires two fees; $100 and $25 fees.  The $100 fee is payable to the Grande Cay Recreation Association.  The other fee, $25, is an administration fee payable to Suitor & Associates, Inc.  This fee is can increase depending upon the residence of the applicant.  If the applicant’s residence is outside of the USA, than the fee can be greater.

and

Wachenhut Gulf Harbour Yacht & Country Club Permanent Access Form is required.  Even though there is no fee, this form is essential in order for the tenant’s name to be recorded with Security.  This form can be faxed to Suitor at 239-765-1034 or sent as an e-mail attachment to Suitor to the attention of Dawn Belom (dawnbelom@comcast.net) or Michelle Pacitto (michellepacitto@comcast.net)

and

The Grande Cay Recreation Association Lease/Rental Agreement Form must be signed by the prospective renter, lessee, or long-term guest and returned to Suitor.  One copy will be given to the prospective renter, lessee, or long-term guest for reference.  There are two versions of this form; the Short Form and the Long Form”. Renters and Long-term Guests must sign the Short Form.  Lessees must sign the Long Form

and possibly

An owner can allow only an annual lessee to maintain a pet but a Grande Cay Recreation Association Renter Pet Application and $10.00 fee must be submitted. However, even though an owner can allow pets in their unit by tenants, the Association discourages such arrangements.

The Process – Rentals and Leases:

1.             Suitor provides all of the above forms.  All forms will be returned to Suitor with the appropriate fees.  Of particular note is the Grande Cay Recreation Association Lease/Rental Agreement Form.  Renters must sign the Short Form.  Lessees must sign the Long Form.  Two copies of either the Long Form or the Short Form will be provided for signature and date.  One will be returned to Suitor.  (The other will be a reference for the renter or lessee.)

2.             Suitor will do a background check.  If the applicant’s address is outside of the USA, then Suitor will notify the applicant if additional charges are required for completion of the background check.  All fees will need to be received before Suitor initiates the background check.  The 10-day period will start when all fees and completed applications are submitted.

3.             Both the Rental Application (Grande Cay) and the Grande Cay Recreation Association Lease/Rental Agreement Form will be provided to the designated person of the Grande Cay Oversight Committee.  Social Security number(s) will be deleted from the Rental Application (Grande Cay) upon submission to the Grande Cay Oversight Committee from Suitor.

4.             Within 72 hours, the Grande Cay Oversight Committee will review the application and provide a recommendation to the Designated Board Member of the Grande Cay Board for approval or denial.  It is acknowledged that the Grande Cay Oversight Committee does not have the authority to approve or deny an application.

5.             The Designated Board Member provides a response to Suitor (approval or denial) within 10 days from Suitor’s receipt of the application.

6.             The status of the application is provided to the Grande Cay Oversight Committee also within 10 days from Suitor’s receipt of the application.

The Process - Long-Term Guests

1.             Long-term Guests must sign the Short Form of the Grande Cay Recreation Association Lease/Rental Agreement Form. Two copies of either the Short Form will be provided for signature and date.  One will be returned to Suitor.  (The other will be a reference for the renter, lessee, or long-term guest.)

2.             The Wachenhut Gulf Harbour Yacht & Country Club Permanent Access Form is required. 

The Process – Guests not accompanied by owners and guests with permanent access.

Guests who are not accompanied by owners or guests that an owner would like to have permanent access, only the Wachenhut Gulf Harbour Yacht & Country Club Permanent Access Form is required.

By signed below, the undersigned has agreed to abide by the Covenants, Conditions, and
Restrictions of the Grande Cay Recreation Association and of the Revised By-Laws of
Gulf Harbour Yacht and Country Club. The attached Rules and Regulations 2006,
Grande Cay Rules and Regulations, and Other Items are a subset of Covenants,
Conditions, and Restrictions of the Revised By-Laws for the Grande Cay Recreation
Association and Gulf Harbour Yacht and Country Club. These subsets are attached
herein since they apply to residents and tenants of Grande Cay and Gulf Harbour.
However, the undersigned is not limited by the subsets attached herein. Further, the
undersigned understands that additional rules, regulations, restrictions, conditions, and
covenants may be added or modified from time-to-time. As current residents and owners
will need to comply with these changes when they become affective, so will the
lessee/long-term guest need to comply with these changes when they become effective.
Therefore, a lease or lease duration or long-term guest duration does not excuse the
lessee/long-term guest from complying with the Covenants, Conditions, and Restrictions
of the Grande Cay Recreation Association nor with the Revised By-Laws of the Gulf
Harbour Yacht and Country Club, no matter when instituted.

Rules and Regulations 2006

Welcome to the Grande Cay Community at the Gulf Harbour Yacht and Country Club.
Our Grande Cay Community consists of 114 condominiums with golf, pond and pool
views.

We would like to remind you that we are all members of a community. We must take
responsibility not only for our personal property, but also for the property and equipment
of our community.

If you have any problems, we ask that you first report them to our management company

The following Rules and Regulations are detailed in the Grande Cay Covenants,
Conditions, and Restrictions but have been condensed here for the ease of reference.

Grande Cay
Rules & Regulations


1. Parking: Maximum Vehicle Length is defined as the maximum length of a vehicle
that will fit between the garage door and the vertical plane that extends up from
the joint where the end of the driveway meets the gutter. Guest parking will be
for short-term guests. Exceptions may be made when residents have guests with
long cars and wish to “switch” locations. This “switch” must be approved by a
Board Member. A special window pass will be given to show approval. Three
spaces on the South Side of the Mail Kiosk will be for a short-term parking of 15
minutes or less.
2. The walkways shall not be obstructed nor used for any purpose other than for
ingress and egress to and from the Condominium.
3. The exterior of a home, and all other areas appurtenant to a home, shall not be
painted, decorated or modified by any Unit Owner in any manner without the
prior written consent of the Board.
4. No article shall be hung or shaken from the doors, windows or screened porches
of a home, or placed upon the outside windowsills of a home, without the prior
written consent of the Board.
5. No articles shall be allowed to stand on any portion of the common areas (grass
areas around all of Grande Cay).
6. No Unit Owner shall make or permit any noises that will disturb or annoy the
occupants of any of the homes or do or permit anything to be done which will
interfere with the rights, comfort, enjoyment or convenience of other Unit
Owners.
7. Each Unit Owner shall keep such home in a state of preservation and cleanliness
and shall not sweep or throw or permit to be swept or thrown from doors or
windows any dirt or substance.
8. Each Unit Owner who plans to be absent from his home during the hurricane
season must prepare his home prior to his departure by:
A. Removing all furniture, potted plants and other movable objects from porch
or patio, if any; and
B. Designating a responsible individual satisfactory to the Association to care
for his home should the home suffer hurricane damage.

9. Each Unit Owner shall regularly pick up all garbage, trash, refuse or rubbish
outside his home, and no Unit Owner shall place or dump any garbage, trash,
refuse or other materials on any portion of the Condominium. All garbage, trash
refuse or rubbish must be placed in appropriate trash facilities or bags. All
containers, dumpsters or garbage facilities shall be stored inside a home in area
screened from view and kept in a clean and sanitary condition. No noxious or
offensive odors shall be permitted.
10. Water closets and other water apparatus in the home or upon the common areas
shall not be used for purpose other than those for which they were constructed.
Any damage resulting from misuse of any water closets or other apparatus shall
be paid for by the Unit Owner responsible.
11. A Unit Owner shall not be allowed to have any employee or agent of the
Association perform any private business of a Unit Owner, except as shall has
been approved in writing by the Association.
12. The agents and employees of the Association and any contractor or workman
authorized by the Association may enter any home at any reasonable hour of the
day for purpose permitted under the Declaration. Entry must be prearranged with
the Unit Owner, except under circumstances deemed an emergency by the
Association, or its management agent, if any, in which case, access is deemed
permitted regardless of the hour.
13. No vehicle, or other possessions belonging to a Unit Owner, or to a member of his
family or guest, invitees or lessees of a unit owner shall be positioned in such a
manner as to impede or prevent ready access to another Unit Owner’s parking
space. Each Unit Owner, their family members, guest, invitees and lessees, will
obey the parking regulations of the Association for safety, comfort and
convenience of the Unit Owner. The Association’s parking rules are listed after
these Rules & Regulations.
14. Except in an emergency, a Unit Owner shall not cause or permit the blowing of
any horn from any vehicle of which he, his family, guests, invitees or lessees shall
be occupants.
15. No Unit Owner shall use or permit to be brought into the home any flammable
oils or fluids, such as gasoline, kerosene, naphtha benzene, propane/butane, or
other explosives or articles deemed extra hazardous to life, limb or property,
except as may be necessary in connection with a permitted use of a patio, if any.
No fuel-driven (e.g. propane) barbecues are permitted on the lanai.
16. No Unit Owner shall be allowed to put his mail receptacle, name or street address
on any portion of the house, except in such a place and in the manner approved by
the Association for such purposes.
17. Each Unit Owner is advised to leave a key to their unit either with the
Management Company, or a neighbor in the event of an emergency or when

access is required for service purposes. The name and address of the neighbor
should be given to Suitor & Associates, Inc. If a Unit Owner alters any lock or
installs a new lock on any door leading into his home, the Unit Owner will
provide Suitor with a replacement key.

18. In the event of a lockout and when the key is with Suitor & Associates, Inc., the
Unit Owner can arrange to pick-up the key from Suitor, use and return it to Suitor.
If the lockout occurs after work hours, the Unit Owner will need to employ a
locksmith.
19. Any damage to the Association property or equipment of the Association caused
by any Unit Owner, family member, guest, invitee or lessee shall be repaired or
replaced at the expense of such Unit Owner.
20. Each Unit Owner shall be held responsible for the actions of his family members,
guests, invitees and lessees.
21. Food and beverage may not be prepared or consumed, except in the home or in
such other areas as may from time to time be designated by the Association.
22. No clothesline or other similar shall be allowed to be displayed outside.
23. No garage shall be erected which is separate from the home. No garage shall be
permanently enclosed, and no portion of garage originally intended for parking of
an automobile shall be converted into a living space or storage area. No individual
air conditioning units, which are visible from outside the home, shall be permitted
in a garage. All garage doors shall remain closed when not in use.
24. All indoor windows treatments (blinds) must be white or off-white; and
deviations from this must be approved by the Association.
25. No modifications shall be made to landscaping, including the entry court area
without prior approval of the Association.
26. Pool rules, posted at the poolside, are to be observed at all times. In particular, no
glass receptacles (drinking glasses, bottles), unsupervised children under 12 years
of age, and no jumping or diving, are allowed in the pool area. No bicycles are
allowed past the pool entrance gate.
27. Complaints regarding the management of the Condominium, or regarding actions
of other Unit Owner, shall be made in writing to the Association.
28. Any violations of the Rules and Regulations or other Covenants relating to the
Condominium shall be reduced to writing and present to Oversight Committee or
to the Board of Directors.
29. The Rules and Regulations may be amended at any time by a majority vote of the
Association’s Board of Directors.

OTHER ITEMS


Permanent Access List: As of March 1, 2004, guests who are listed on your registration
form will be automatically allowed entrance into Gulf Harbour. If the guest arrives who
is not on your guest list, a guard will call you for your approval. You can save entrance
time for your guests by calling the South Gate (239-433-0110) prior to your guest arriving.
To avoid this problem, please keep your registration form current with the names of those
who should be allowed access. Also, please remember to call the South Gate regarding
any deliveries you are expecting.

Speed Limit: The speed limit of Grande Cay Circle is 15 M.P.H. Signs are posted at
each entrance as a reminder.

No parking is allowed in the street.

Entry Pass: Entry Passes must be displayed on dashboard at all the times.

Parking: All vehicles, except those of the Owner’s guests, shall be kept in the garage or
in the driveway of the Unit while the Unit owner is in residence. Vans, sport utility
vehicles and similar which are too high to be parked in garage shall be considered to be
automobiles and may be parked on driveways if the vehicle has passenger seats in the
back and is used for primary purpose of transportation of passengers and their personal
goods. If the vehicle does not have a back passenger seat (with the exception of sports
cars) or is used primarily for the transportation of goods then it shall be considered to be
a truck. All other vehicles (i.e., all motorized and non-motorized vehicles except operable
automobiles) including, without limitation, the following: inoperable automobiles,
commercial trucks including pickup trucks, vans, recreation vehicles, all-terrain vehicles,
ambulances, police cars, hearses, motorcycles, motorbikes, bicycles, watercraft, aircraft,
house trailers, camping trailers, other trailers, vehicles with commercial markings, and
tractors shall be kept within an enclosed garage. Any vehicle required to be kept in a
garage and any motor vehicle the exterior of which is not maintained in accordance with
the specification of the manufacturer and/or is allowed to unreasonably deteriorate, may
be towed at the expense of the Unit Owner.

No commercial vendor vehicle of any kind shall be permitted to be parked for a period of
more than twelve (12) hours unless such vehicle is necessary and being used in the actual
construction or repair of structure or for grounds maintenance. Units with one (1) car
garage may not park more than two (2) vehicles on a permanent basis. Units with a two

(2) car garage may not park more than four (4) cars on a permanent basis. All vehicles of
guests exceeding these numerical limits shall be parked in designated “guest” areas.
Owners, their families, renters, and renter’s families shall not park in areas designated for
“guest” parking, as those areas are reserved for temporary use.
Guest parking spots are only for those visiting for 30 days or less. Anyone visiting more
than 30 days is considered a resident and must use the garage or driveway of the unit they
occupy.

Violation of those rules will include:

• First violation: Verbal or written warning
• Second violation: second verbal or written warning
• NEXT violation is subject to TOWING AT OWNER EXPENSE and/or fines
imposed on the owner
TOW AWAY ZONE signs have been installed at each entrance.

Garbage: All items must be placed in either dumpster or recycling bins. The trash
removal company does not pick up anything outside the dumpster.

Pool and Hot Tub: Pool hours are from dawn to dusk. Please remember that the pool
area is close to some of our neighbors. The noise can be disturbing, to those homeowners.
Also, please close umbrellas, and turn off lights and fans before you leave the pool area.
No child under the age of 12 is allowed in the hot tub. No bicycles are allowed on the
pool deck.

Landscaping: All potted plants are the responsibility of the homeowner. The landscaping
company will not trim, fertilize or maintain them. For owners who want to maintain their
courtyard (inside the fence) themselves, please contact a landscape Committee Member.

Gas Grills: Please turn-off after you finished to use it, and please remember to clean the
grills and general area after use. Gas Grill usage is from dawn to dusk.

Barbequing: Barbequing or grilling shall be in front of the condo, greater than 10 feet
from the building, and not on the grass or under the tree. Association Gas Grills are
located near the pool area for your use.

NO BARBEQUING ON LANAI OR IN THE GARAGE.

Pets: Please clean up after your pets, which will help to keep our grounds clean for all to
enjoy. Pets must be leashed and shall be licensed by the appropriate State or local
authorities (Lee County Law). Lessees are not allowed to have pets; however, the Grande
Cay Board of Directors will consider pet approval for tenants with long-term leases.
Owners may not leave pets unattended in porches or lanais. The common elements,
Association property, and golf course shall not be used to accommodate pets (e.g.
tethered, running loose, etc.)

Lake: No swimming, fishing, boating or bathing is allowed in any lake within Grande
Cay and Gulf Harbour.

Air Conditioner: Prior approval must be obtained before replacing the AC Compressor
and/or setlines located outside your unit. The approval of two Grande Cay Board
Directors is required before the installation can be started. The new policy limits the
height of compressor located in the rear of the building to 37”. The units located on the
end of the building are limited to 50”. If new setlines are required, they need to be
encased in a downspout or similar enclosure.

Main Water Valve: If you are vacating your unit for a significant period of time or more
than one week, please remember to turn-off the main water valve and turn-off the power
to your hot water heater.

Leasing of Units: No unit may be leased more than five (5) times in a year, with a
minimum lease term being one month. All rentals or leases of units must be submitted in
writing to Suitors & Associates, Inc. and received at least 10 days before occupancy.
The lessee/renters in residence may not have overnight guests for more than ten (10) days
in any calendar month, and such guests must be registered with Suitor & Associates, Inc.

Guests/Occupants: Any person not listed on your Permanent Access Form or not a pre-
approved lessee, shall be assumed to be an unauthorized occupant. Appropriate legal
action will be taken immediately.

Any Owner, Rental Agent, or Rental Agency violating the Gulf Harbour Rental Policy
will be referred to the Oversight Committee for review, which will be forwarded to the
Grande Cay Board and/or Fining Committee. Fining and/or denial of future rentals for
the unit may result.

Grande Cay Recreation Association, Inc.

 Violations Processes for Reporting, Documenting, and Correction including Fining

Role of the GC Board, Fining Committee, and Oversight Committee

GC Board is the only group authorized to fine; take action against a violator (including fining, towing or other actions), or authorized letters sent to the violator.

Fining Committee will hear fining recommendations from the Board and vote yes or no.

Oversight Committee receives, documents, and observes violations.  When a violation occurs, the Oversight Committee initiates the Grande Cay Oversight Committee Violation Report and delivers it to the designated Board member or the GC Board. The violation will be discussed at a Board meeting. The Board may decide that the violation report is without merit and drop the case; it may decide to fine the violator and assign an amount; or decide to take other action. If a fine is the approved course of action, then a fining committee meeting will be called, and the case and amount of fine will be presented to the fining committee for a yes or no vote.

The Process

1.         Violation of Rules and Regulations for Grande Cay is recorded on the Grande Cay Oversight Committee Violation Report and sent to a designated Board Member.  Even though it is the Oversight Committee’s obligation to initiate this report, a Board Member can initiate this report.  However, if a Board Member imitates the Grande Cay Oversight Committee Violation Report, a copy of the report should be provided to the Oversight Committee so that the Oversight Committee can fulfill its obligation to monitor the progress of the violation correction.

2.         Only a designated Board Member or an individual of the Board Member’s choosing should interact verbally with the violator.  The conversation should be provided to the Oversight Committee for recording on the Grande Cay Oversight Committee Violation Report.

3.         If no correction occurs within a defined period of time (e.g. 10 days) to the verbal interaction, then letter is to be sent to violator (registered with return receipt).  Only the Board authorizes the letter to be sent.  No definitive action should be stated in the letter unless approved by the Board.  However, statements such as “Fining, towing, etc. can be stated if stated as actions that could occur if action is not taken within a defined period of time.) An example might be “If your Dodge truck, license 1234 is not removed by August 20, towing could occur at your expense and/or other fines imposed.”  A copy of letter is to be attached to the Grande Cay Oversight Committee Violation Report.

4.         Repeat step three if the corrective action not taken.

5.         If no correction occurs after the defined period expires, then the Oversight Committee documents this occurrence.  The violation, with all documentation, including attachments, is presented to the Board for review.  The Board will place the case on the agenda, discuss at the next meeting, and decide on an action, which may include fining. The Board’s action is recorded on the Grande Cay Oversight Committee Violation Report.  Only the Board is authorized to fine or take corrective action against a violator. 

6.         If the Board chose fining as a course of action, a fining committee meeting will be called and the case merits and fine presented to the committee for a yes or no vote.  The Grande Cay Oversight Committee Violation Report is maintained for each violation in order to track reoccurring violations from the same unit (i.e. Track Record).

Quorum:

This meeting established a Committee quorum with 4 of 4 attending. 

Meeting:

Minutes of 24 March 2006 meeting approved.

Meeting Objective:

The objective was to review the list of Master Association and Grande Cay Association Rules and Regulations with jointly with Gulf Harbour Security and Grande Cay’s Document/Rules and Regulations Committee that enforces rules and regulations.

Discussion:

Captain John Fischetti, Gulf Harbour Security, provided security issues for consideration.  He noted that with the high use of day laborers, it is important to maintain security DURING THE DAY by keeping garage doors closed and personal items secured.  He stated that many of these day laborers and not long-term employees but are only hired for the day.  Many have limited transportation so it would be highly convenient for them to take a bicycle, for instance, so that can have their own transportation from where they would be dropped-off at the end of the day.

Common Violations were reviewed, by topic (see attached, Common Violations).  All commented as each item was discussed.  A process was established for each item to be enforced and is noted on the attached.  These processes were designated “A”, “B”, and “C”.  All of these Processes have these common elements:

bulletSuitor will report all incidents to the Chairman of GC’s Document/Rules and Regulations Committee (Denny Collins or his designee).

Process “A”:

All incidents are to be reported to Gulf Harbour Security (for the purposes of these minutes, GHS).  Cap. Fischetti recommended contracting the officer on-call directly rather than either gate at 340-8994.  This objective is two-fold: first, to establish a written history of violations, second, to avoid direct confrontation between owners and/or renters.

The first incident will be reported to GC Oversight Committee (Irene Jakubowski or her designee).  GC Oversight Committee will send a letter to the owner.

Process “B”:

Includes Process “B” but the second letter would be sent to the owner from the GC Board. Fining would likely be recommended to Document/Rules and Regulations Committee.  The Document/Rules and Regulations Committee will send letter to the owner.

Process “C”:

Considers violations that do not include Gulf Harbour Security (e.g. renting for less that 30 days, sub-leasing, etc.)  These violations will go directly to GC Oversight Committee for consideration.  If a violation has occurred, then the GC Oversight Committee will refer the violation to the GC Board who will consider referring it to the Document/Rules and Regulations Committee.  Upon receipt of violation from the GC Board, the Document/Rules and Regulations Committee will then send a letter to the owner that includes a date for correction as well as a date for a hearing. 

Other Common Violations to Consider

Children

Further consideration for the Common Violations was the wording of several items.  Under Children, the age requirement of “Unsupervised on the Street or Swimming Pool” as discussed.  The GC Oversight Committee will recommend to the GC Board that the age of 15 years old be established.  Further, the GC Oversight Committee is recommending that a sign on or near the Pool Gate state that a parent must accompany all children under the age of 15 years old. 

If violations occur, Processes “A” and “B” will be applied as described above. Owners whose children are undisciplined in the street or swimming pool or owners who rent to renters, whose children are undisciplined in the street or swimming pool, will be subject to Processes “A” and “B”.

Common Area

bulletAn attempt should be made to get the license number of a speeding violator.  Capt. Fischetti stated that he could determine the owner of the vehicle.
bulletTwo speed limit signs should be placed at both GC entrances stated that the speed limit is 15 m.p.h.
bulletIf an owner has a large event, they should tell neighbors and the GC Board.

Renters

A “No harm, no foul” policy will preside.  However, all renters and guests must be registered.

Corporations and individuals can rent to corporations and individuals.  If violations consistently occur, the GC Oversight Committee may consider recommending to the GC Board not allowing the owner to renew their lease with the offending renter.

The Grande Cay and Master Association Rules and Regulations must be attached to a lease agreement.

Vehicles:

The definition of a “pick-up Truck” has been enhanced to include a cover or Tanneau cover (hard or soft) over the loading bed.

The minutes from this meeting and the recommends it contains will be sent to the GC Board for consideration.

This meeting was the first for this committer after the recent Board Election. 

An outline with objections and proposed actions was presented by Irene following her Opening Statement.  Irene will send this document.

The consensus of the Committe was to merge the Master Association Documents with the Grande Cay Documents into an abridged by unofficial version.   Upon this review, two objectives could be achieve, 1-better understanding and potential updating of the GC Docs for be achieved, 2-an abridged form could be provided to owners and renters as a guide.  Mike and Irene will be doing a “cut and paste” of the Master Ass and GC Docs and have a rough draft by our next meeting.

It was felt that in order to have strong encouragement for owners and renters to adhere to the Communities Rules, it is essential to be aware of the rules.  Doing the above is essential to that end.  As an example, Wachenhut is not aware of exactly what parking rules they should be enforcing since each community has different rules.  Also, the residents not necessary Wachenhut are primarily responsible for reporting violations.

After the rules are complied/abridged, they will be reviewed by Suitor then by Wachenhut.  After review and approval by the GC Board, they will be provided to owners, renters, and Suitor.  The method to provide this document to renters is under discussion.  Also enforcement options are not known at this time, but it is anticipated that with discussions with the Master Association, Suitor, and Wachenhut, procedures will be developed.

Oversight Committee  Objectives:

 1.   To research and document The Master Associations And Grande Cay Rules & Regulations.

    Consolidate R&R’s in simple unified format for easy references for owners, renters and guests.

Actions:

A.   Review Master Assoc. R & R’s.

B.   Extract and document R & R’s that apply for our Community.

C.   Review Grande Cay Assoc. R & R’s.

D.   Edit, reformat and merge with Master Assoc. R & R’s.

E.   Publish results.

2.     Establish process and procedures for monitoring, addressing and correcting R & R’s infractions.

Actions:

A.   Develop a list of the most common rules violations.

B.   Meet with  WACKENHUT Captain John Feshetti  and SUITOR & ASSOCIATES Representative Michelle  Pacitto to review WACKENHUT policies and recommended procedures for addressing the violations list.

C.    Develop monitoring process for:

        *   Parking violations

        *   Renters violations

        *   Guests violations

         *   Living Unit violations

         *  Common area : pool, lake, garages, garbage disp. areas, roads, driveways, etc. violations

        *  Safety violations.

D.   Develop procedures for addressing and correcting R & R’s violations using WACKENHUT and Committee recommendations.

 E.   Present R & R’s with procedures for addressing and correcting violations to THE BOARD Of DIRECTORS for approval.

3.    To establish a renters/guests welcome which will help insure renters/guests are informed of the R & R’s of Grande Cay and Gulf Harbour.

This pkg. would include a Chamber Of Commerce pkg. area maps, restaurants, Grande Cay’s amenities and R & R’s.

    A.   Visit Chamber Of Commerce for give away items.

    B.   Develop amenities list.

    C.   Have R & R’s printed.
